Speculation as Zhou Yongkang not elected to attend Congress

According to Hong Kong’s Ming Pao, China’s security tsar Zhou Yongkang does not appear in Hebei’s list of delegates to the 18th Party Congress, but he was in the list of Hebei delegation for the 17th Party Congress. There are reports that interpret it as an indication of Zhou having fallen out of favour and failed to be elected a delegate due to involvement in Bo saga. It indicates that he will be absent at the Congress. However, Zhou Yongkang attended a police awards granting ceremony yesterday along with Hu Jintao, Wen Jiabao and Xi Jinping and gave a long speech at the ceremony in the presence of those top leaders.

In the name list of the delegation published by Hebei Province, there is Liu Yandong, a Politburo member and state councillor, but not Zhou Yongkang, but Zhou was elected from Hebei delegation at the 17th Party Congress 5 years ago.

However, there has been precedence of change in the delegation a Politburo Standing Committee member is in.

PRC sources point out to Ming Pao that there may be change in the delegation a Politburo Standing Committee member joins for a Party Congress. For example,  Zhou’s predecessor Luo Gan was a delegate in Fujian delegation for the 16th Party Congress in 2002, but was a delegate in Shandong delegation for the 17th Party Congress in 2007. At present, except for Hu Jintao who has been ascertained as a delegate of the Jiangsu delegation, the delegate status of all 8 other Politburo Standing Committee members had not been ascertained. Most provinces in China, except Hebei, Jiangsu, etc., have not finally elected their delegates to the 18th Party Congress.

Emphasis is placed on ensuring the successful convening of the 18th Party Congress

If nothing exceptional happens, Zhou, almost 70, will retire after the 18th Party congress. As people outside always say that Zhou has been close to Bo Xilai, there has often been news about his removal before the 18th Party Congress.

In his speech at the police awards granting ceremony yesterday, Zhou Yongkang said that this year was a year of critical importance in the course of China’s development and “creating a social environment of harmony and stability for the victorious convening of the 18th Party Congress is a prime political task of the public security agency.”
